St Albans is already home to national and international organisations, and across the district it has been earmarked for no fewer than three enterprise zones. Within the City and District there is significant growth, both commercial developments and in the shape of new housing schemes.

We are recruiting for our new department, which aims to take an innovative approach to housing, leisure and property development.

The Head of Commercial and Development, Richard Shwe, says the new service stems from the council’s proactive approach to managing and developing its property estate. The approach is identified as firmly commercial, driving the development of the District and providing savings and revenue streams to aid the Council’s budget position.

This is leading to new approaches in contract negotiations and service delivery across the Council. We are working to embed robust commercial practices, market analysis and a growing entrepreneurial culture in their teams.

The new department will have three main functions: identifying commercial opportunities, major property developments and the long term maintenance strategy for the new development schemes.

The service will manage the development of a property portfolio and provide improved amenity and maximise profitability with inspirational community schemes. The department will “lead, create and inspire the development of a modern city centre in a historic setting.  This includes the transformation of our Grade II town hall into a cutting edge museum and gallery space and development of Harpenden’s cultural and leisure quarter. It will also involve contemporary new housing schemes.”
